Virginia Welcomes Wrap’s New U.S. Manufacturing Headquarters in Norton

On Friday morning (September 19), the factory floor in Norton, Virginia, was filled with the sounds of applause, camera shutters, and the ceremonial snip of a ribbon. For Wrap Technologies, the moment signaled not only the official opening of its new U.S. manufacturing headquarters but also the start of a new chapter in public safety innovation and regional economic growth.

On Friday morning (September 19), the factory floor in Norton, Virginia, was filled with the sounds of applause, camera shutters, and the ceremonial snip of a ribbon. For Wrap Technologies, the moment signaled not only the official opening of its new U.S. manufacturing headquarters but also the start of a new chapter in public safety innovation and regional economic growth.

Virginia Governor Glenn Youngkin, Wrap executives, state and local leaders, and the community members who have been instrumental in this journey gathered to celebrate the opening of the 20,000-square-foot facility at Project Intersection, a regional commercial and industrial park in Wise County.

“There are very few projects we can come together on a phone call and, within a couple of years, stand together cutting a ribbon on a great facility like this,” Youngkin told the crowd of more than 100. “Pace matters in this world, speed, being able to move at the speed of business, not the speed of government. That’s what this project exemplifies.”

The new site represents a $4.1 million investment supported by the Virginia Economic Development Partnership, the Lonesome Pine Regional Industrial Facilities Authority, the Virginia Tobacco Region Revitalization Commission, and the Virginia Coalfield Economic Development Authority. Wrap projects the facility will create more than 120 new jobs across manufacturing, engineering, logistics, and training.

For Wrap CEO Scot Cohen, the decision to move operations from Arizona to Virginia was as much about people as it was about logistics.

“We weren’t really thinking about relocating until we met your team, and we felt this connection,” Cohen said. “We’re making a big investment by planting our seeds here, and we’re just getting started. This device [holding the BolaWrap 150] is the fastest-growing tool in public safety. It’s going to make officers safer, communities safer. And the best part is, we’re doing it right here in Norton.”

The Norton facility is not just a factory; it's a hub of innovation and growth. At full capacity, it can produce up to 23,000 BolaWrap® 150 devices and more than 150,000 cassettes per month. The site also includes research and development labs, a training and demonstration center, and future capacity to support Wrap’s next-generation counter-unmanned aerial systems (C-UAS) technology, including its patent-pending 1KC kinetic anti-drone cassette. This is just the beginning of what we can achieve here.

For Gov. Youngkin, the opening is about more than a single company. He described it as part of a broader “renaissance” in Southwest Virginia.

“Wrap means a lot more than just a company,” Youngkin said. “It’s a statement of belief in the workforce here. The ripple effect from this project will be seen for years to come, not just in jobs, but in the businesses and families it supports.”

Local employees share the same view. Sean Edwards, an inventory control associate, said the new headquarters gives him confidence in the region’s future.

“It gives me hope for the local area, which has been struggling mightily once the coal industry moved out,” Edwards said.

For Logan Peters, a shipping associate, the draw is Wrap’s mission.

“My favorite thing about joining Wrap is realizing how much safer the solutions make it for both the police and the community in general.”

As Wrap’s ribbon fell to the ground, the message was clear: this was more than a factory opening. It was a milestone in a story of growth, resilience, and innovation, one written in partnership with a community ready to build the future of public safety.
